THE HISTORY OF URBAN AND REGIONAL PLANNING DEPARTMENT AKANU IBIAM FEDERAL POLYTECHNIC, UNWANA, EBONYI STATE

This history of Urban and Regional Planning Department, Akanu Ibiam Federal Polytechnic, Unwana, started on 12th May 2012 when the Rector of the Polytechnic – Professor Francis O. Otunta in the keynote address he presented on the occasion of the 12th Convocation ceremony of the Polytechnic stated categorically clear that his administration had “earmarked in the pipeline” among others, the establishment of department of Town and Regional Planning.

Nevertheless, in pursuit of this goal he made it known that he was mindful of the Federal Ministry of Education’s 70/30 ratio mandate in favour of Engineering and Science programs.

Consequent upon the above development, on September 26, 2013, TPL John Ibiam MNITP MNES a former Academic Staff of Civil Engineering Technology submitted a proposal for the creation of the Department of Urban and Regional Plannign through the office of the Dean School of Environmental Studies to the office of the Rector Akanu Ibiam Federal Polytechnic, Unwana. To the Chief Executive Officer of the Polytechnic, the proposal was a reminder of the speech he made on the 12th May 2012 and to the Dean Bld. M.E. Aguwa a welcome development. In response to the proposal, management on 20/11/2014 through the Deputy Rector Academic (Engr. E.I. Igweonu) and the Director Academic Planning and Development (Dr. T.N. Isineyi) appointed TPL John Ibiam, Surv. Robbert E. Iduma and Arc. Udomiaye Emmanuel to produce a Self-Study Questionnaire for the commencement of Urban and Regional Planning Department in this Institution.

The above team submitted a credible questionnaire to Management that attracted the acceptance of National Board for Technical Education (NBTE) to visit Akanu Ibiam Federal Polytechnic, Unwana before the End of March 2014 to conduct Resource Inspection, and give approval for the take of the program in this Institution.

Our prayer to the Almighty God and NBTE visiting team is that approval be iven to this Polytechnic to mount the Department of Urban and Regional Planning.

GOAL AND OBJECTIVES OF NATIONAL DIPLOMA

URBAN AND REGIONAL PLANNING

 

          The program is designed to produce Technical Manpower in urban and Regional, capable of assisting professional planners in their duties. Specifically, products of this programme should be able to:

 

  1. Understand the nature and purpose of physical planning at the national, regional, state and local levels;
  2. Understand the form and structure of urban and rural settlements for sustainable development;
  3. Understand the nature and scale of urban and rural problems and the planning approaches to their solutions;
  4. Appreciate the elementary social, economic and legal basis of planning;
  5. Demonstrate a working ability in verbal, written and design communication.

 

ADMISSION REQUIREMENTS OF THE PROGRAMME

Candidates who desire to be admitted into the programme should possess:

  1. Five G.C./WASSC or SSCE/NECO or NTC/ANTC with credit passes in relevant subjects to the programme i.e., Mathematics and English, one subject from the following: Economics, Geography, Technical Drawing, Statistics and one Science subject from Chemistry, Physics, Biology/Agricultural Science, Fine Arts.

 

  1. Five credit passes in relevant subjects obtained at the final examination of an NBTE recognized Preliminary ND programme offered in a Polytechnic or similar Post-Secondary Technology Institution on a foundation of four passes in subjects relevant to the programme.

POGRAMME STRUCTURE

The National Diploma in Urban and Regional Planning is a two-year programme of our semesters, each of 15 weeks duration. A minimum of four months of Supervised Industrial Work Experience (SIWES) is required at the end of the first year – ND I.

Final year students at ND level of the programme are expected to carryout a project work, which could be on individual or group work. The project should as much as possible be something that can be put to use or mark-able. Project reports should be well presented and properly supervised. The department will make her own schedules for project work.

ACCREDITATION OF THE PROGRAMMES

For the programme to qualify for the award of National Diploma (ND) and Higher National Diploma (HND), the programme should have been accredited by the National Board for Technical Education.

 

FINAL YEAR PROJECT

Final year students of ND and HND levels of the programme are expected to carry out a project work, which could be on individual basis or group work. The project should as much as possible be something that can be put to use or marketable. Project reports should be well presented and properly supervised. The departments should make their own arrangement of schedules for project work.

Higher National Diploma in Urban and Regional Planning

 

Goal and Objectives:

The Programme is designed to produce technologist in Urban and Regional Planning, capable of assisting professional Planners. On completion of this programme, the products of the programme should be able to:

  1. a) Understand the nature and purpose of physical planning at the national, regional state and local levels;
  2. b) Understand the role of physical planning in national development;
  3. c) Understand the general social, economic, political and legal basis of physical planning in Nigeria;
  4. d) Understand physical planning and identify and analyze problems to the solutions;
  5. e) Assist in the preparation development plans;
  6. f) Prepare technical reports of various types and on various planning issues;
  7. g) Prepare students in the use of information technology;
  8. h) Advise planning policy and decision makers on sustainable development.

Higher National Diploma Programme

The general entry requirements for HND programme include:

  1. a) All the requirements for admission into the ND programme as stated above;
  2. b) A minimum of lower credit pass (CGPA 2.50 and above) in the cognate ND examination in Urban and Regional Planning; and a minimum of one year cognate work experience. In exceptional cases, ND diplomats with a pass (CGPA of 2.00 – 2.49) in the ND examination that had two or more years of cognate experience in the specific field may be considered for admission into the HND programme.

Curriculum

 

The curriculum of all ND and HND programmes consists of four main components. These are:

  1. i) General Studies/Education
  2. ii) Foundation Courses

iii) Professional Courses

  1. iv) Supervised Industrial Work Experience Scheme (SIWES).

 

The General Education components shall include courses in:

Art and Humanities – English Language, Communication, History, These are compulsory. Mathematics and Science – (for non-science based programmes) Social Studies – Citizenship (the Nigerian Constitution) Political Science, Sociology, Philosophy, Geography, Entrepreneurship, Philosophy of Science and Sociology are compulsory.

Physical and Health Education     (one semester credit only).

The General Education component shall account for not more than 15% of total contact hours for the programme.

Foundation Courses include courses in Economics, Mathematics, Pure sciences, technical drawing, statistics, etc. The number of hours will vary with the programme and may account for about 10 – 15% of the total contact hours.

Professional Courses are courses, which give the student the theory, and practical skills he needs to practice his field of calling at the technicians/technologist level. These may account for between 60 – 70% of the contact hours depending on programme. Supervised Industrial Work Experience Scheme (SIWES) shall be taken during the long vacation following the end of the second semester of the first year.
